The fifth role is that general counsel as the pioneer of the legal culture and the concept spreading.

Secondly, general counsel should deal with three different relations.

Firstly, the balance of the legal value and commercial value. To prevent and resolve the legal risks is the most basic tasks of a general counsel or enterprise legal workers. It is also the ultimate goal of legal work.

Secondly, the coordination with the board of directors and management layer. Central enterprises are promoting the construction of the board of directors. According to the governance structure design, chairman and general manager set up separately, and chairman is the legal representative.

Thirdly, the relationship of legitimacy and compliance. The compliance work of state-owned enterprises is now on the agenda. As carrying out the legitimacy review work, the validity of compliance management has become important content.
